The position of Chief of Staff in governance has always been very important and as such whoever is named for such a position is very crucial.
For someone to coordinate activities of government appointees, that person must possess certain unique qualities in other not to put the Presidency in disarray.
When President Nana Addo Dankwa Akufo-Addo in 2017 named Akosua Frema Osei-Opare as his Chief of Staff, many people got surprised because she was not seen in the front role of the campaign leading to the NPP winning the 2016 elections.
The woman was a Member of Parliament for Ayawaso West Wuogon and also served as a Deputy Minister during the J.A. Kufour administration.
As a matter of fact, attention was on her because she was the first female Chief of Staff that Ghana has had and her success or failure would be a guiding post for appointing women into certain positions.
She started working quietly and from all indications had come on board with respect, dignity and above all a different working mentality to help get the government running.
One thing that made Mrs. Osei-Opare unique in her role is the manner she had no scandal and how she would not involve herself in controversial issues and matters.
Over the years, some Chief of Staff’s were mentioned as having played roles in scandals that rocked some administrations in the past but that was not witnessed under Mrs. Osei-Opare.
Instead, she controlled affairs very well that scandals that were witnessed under the first term of President Akufo-Addo happened outside her jurisdiction.
Maa Frema as she is affectionately called injected so much energy in her work that there were times that people around her and core staff at her secretariat felt she would breakdown.
Her hard work came to play when she took an active position and role in the campaign of the New Patriotic Party (NPP) and President Akufo-Addo to ensure that the President was retained.
The Chief of Staff is said to be a disciplinarian who would not take excuses for failure and would not allow government appointees fail in their assignments.
It was not shocking Samuel Abu Jinapor, a former Deputy to Mrs. Osei-Opare went public on why his boss should be retained in office.
Mr. Jinapor confirmed what most Ghanaians who had been watching the Chief of Staff had in their minds by saying that his boss established a good rapport with all appointees of President Akufo-Addo in his first term.
A true mother, the Chief of Staff is known to treat appointees like her children by rebuking them and in the next second cuddling them.
It was not out of the blue that Mrs. Osei-Opare featured prominently in the Transitional arrangements and was made to hold the forte as the one to see to government business.
With what the Chief of Staff did in Akufo-Addo’s term, she has not only made history which is victory for women in politics, she has brought dignity to the Presidency.
